On 21 April 2026, H.E. Mr. Chettaphan Maksamphan, Deputy Permanent Secretary of the Ministry of Foreign Affairs, represented the Permanent Secretary at the 22nd ASEAN-Russia Senior Officials' Meeting at the Millennium Hotel in Kazan, Russian Federation. The meeting, co-chaired by H.E. Mr. Hau Khan Sum, Permanent Secretary of the Ministry of Foreign Affairs of the Republic of the Union of Myanmar, and H.E. Mr. Andrey Rudenko, Deputy Minister of Foreign Affairs of the Russian Federation, discussed the status of relations and cooperation between ASEAN and Russia and prepare for the upcoming ASEAN-Russia Commemorative Summit on the Occasion of the 35th Anniversary of ASEAN-Russia Relations on 18 June 2026 in Kazan.

 

Thailand spoke on Political and Security Cooperation, Countering Terrorism and Transnational Crime, Biological Security, ICTs Security, emphasising the importance of ASEAN-Russia cooperation in these areas and supporting Russia’s continued constructive engagement with ASEAN. Thailand further underscored the importance of cooperation in the maritime security domain and combating transnational crime—particularly addressing online scams—building upon the International Conference on the Global Partnership against Online Scams, which Thailand hosted in December last year, through ASEAN-led mechanism. Furthermore, Thailand highlighted the need to address illicit drug trafficking and reaffirmed Thailand’s role as Chair of the 47th ASEAN Senior Officials Meeting on Drug Matters (ASOD), including the 8th ASOD+Russia Consultation this year.

 

The meeting reflects the strong strategic partnership between ASEAN and Russia, encompassing a wide range of areas cooperation, including combating transnational crime and counter-terrorism, as well as trade and investment, energy, digital development, smart cities, science and technology, tourism, youth, and people-to-people relations.
