Ha Long Ministerial Statement on The Strengthening of ASEAN Anticipatory Actions in Disaster Management

  1. We, the Member States of the Association of Southeast Asian Nations (hereinafter referred to as “ASEAN”), namely Brunei Darussalam, the Kingdom of Cambodia, the Republic of Indonesia, the Lao People’s Democratic Republic, Malaysia, the Republic of Union of Myanmar, the Republic of the Philippines, the Republic of Singapore, the Kingdom of Thailand and the Socialist Republic of Viet Nam at the 11th ASEAN Ministerial Meeting on Disaster Management (AMMDM) and 12th Conference of Parties to the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) in Ha Long, Viet Nam on 12 October 2023;
  2. We emphasise our continued efforts towards realising the ASEAN Vision 2025 on Disaster Management to position ASEAN as a pioneer in transforming the disaster management landscape in the Southeast Asian region and beyond, and strengthening its leadership to maintain ASEAN Centrality, through a people-centred multi-layered and cross-sector governance, financially sustainable, and networked and innovative approach by 2025. We are cognisant of Indonesia’s ASEAN Chairmanship theme in 2023 “ASEAN Matters: Epicentrum of Growth” which calls for ASEAN to be more adaptive, responsive, and competitive – thus we will continue to build a disasterresilient ASEAN through promoting risk-informed development in all of its dimensions;
