          ไทยมีกำหนดเป็นเจ้าภาพจัดการประชุมเจ้าหน้าที่อาวุโสอาเซียน-จีน ว่าด้วยการปฏิบัติตามปฏิญญาว่าด้วยการปฏิบัติของภาคีในทะเลจีนใต้ (ASEAN-China Senior Officials’ Meeting on the Implementation of the Declaration on the Conduct of Parties in the South China Sea: SOM on DOC) ครั้งที่ ๘ ต่อเนื่องกับ การประชุมคณะทำงานร่วมอาเซียน-จีน ว่าด้วยการปฏิบัติตามปฏิญญาฯ (ASEAN-China Joint Working Group on the Implementation of the DOC: JWG on DOC) ครั้งที่ ๑๒ ระหว่างวันที่ ๒๖-๒๙ ตุลาคม ๒๕๕๗ ที่กรุงเทพฯ โดยในฐานะที่ไทยเป็นประเทศผู้ประสานงานความสัมพันธ์อาเซียน-จีน นายสีหศักดิ์ พวงเกตุแก้ว ปลัดกระทรวงการต่างประเทศ จะเป็นประธานการประชุมร่วมกับนาย Liu Zhenmin รัฐมนตรีช่วยว่าการกระทรวงการต่างประเทศจีนในการประชุม SOM on DOC และนายอรรถยุทธ์ ศรีสมุทร อธิบดีกรมอาเซียน จะเป็นประธานการประชุมร่วมกับนาย He Wei รองอธิบดีกรมเขตแดนและกิจการมหาสมุทร กระทรวงการต่างประเทศจีน ในการประชุม JWG on DOC

           การประชุม SOM และ JWG on DOC ครั้งนี้ มีวัตถุประสงค์เพื่อหารือเกี่ยวกับแนวทางการส่งเสริมความร่วมมือในพื้นที่ทะเลจีนใต้ภายใต้กรอบ DOC ให้บังเกิดผลในทางปฏิบัติที่เป็นรูปธรรม มุ่งเน้นการเสริมสร้างความเชื่อมั่นและความไว้เนื้อเชื่อใจระหว่างกัน และผลักดันให้เกิดความคืบหน้าในการเจรจาจัดทำแนวปฏิบัติในทะเลจีนใต้ (Code of Conduct in the South China Sea: COC) ให้แล้วเสร็จโดยเร็ว รวมทั้งมีส่วนให้การประชุมสุดยอดอาเซียน-จีน ครั้งที่ ๑๗ ที่เดือนพฤศจิกายน ๒๕๕๗ ประสบความสำเร็จ

           On 26-29 October 2014, Thailand will host the 8^th ASEAN-China Senior Officials’ Meeting on the Implementation of the Declaration on the Conduct of Parties in the South China Sea (SOM on DOC) back-to-back with the 12^th ASEAN-China Joint Working on the Implementation of the DOC (JWG on DOC) at the Mandarin Oriental Hotel, Bangkok. H.E. Mr. Sihasak Phuangketkeow, Permanent Secretary of the Ministry of Foreign Affairs of Thailand, will co-chair the SOM on DOC with H.E. Mr. Liu Zhenmin, Vice Minister of the Ministry of Foreign Affairs of the People’s Republic of China. The JWG on DOC will be co-chaired by Mr. Arthayudh Srisamoot, Director-General of the Department of ASEAN Affairs, and Mr. He Wei, Deputy Director-General of the Department Boundary and Ocean Affairs.

           The meetings aim to build upon the positive momentum of dialogue and consultations among ASEAN Member States and China in promoting the full and effective implementation of the DOC, including practical cooperative projects under the DOC framework, continuing substantive progress in the discussions of the Code of Conduct in the South China Sea (COC) with a view to achieving its early conclusion, as well as working together to prepare for the 17^th ASEAN-China Summit in November 2014 in Myanmar.
