              การประชุมคณะทำงานร่วมอาเซียน-จีน ว่าด้วยการปฏิบัติตามปฏิญญาว่าด้วยการปฏิบัติของภาคี ในทะเลจีนใต้ (ASEAN-China Joint Working Group on the Implementation of the Declaration on the Conduct of Parties in the South China Sea) ครั้งที่ 10 จัดขึ้นที่สิงคโปร์ เมื่อวันที่ 18 มีนาคม 2557 โดยมีผู้แทนจากประเทศสมาชิกอาเซียน จีน และสำนักงานเลขาธิการอาเซียนเข้าร่วม

              ที่ประชุมฯ ทบทวนแผนงานว่าด้วยการปฏิบัติตามปฏิญญาฯ ในช่วงปี 2556-2557 และยินดีกับ ข้อเสนอกิจกรรม/โครงการความร่วมมือต่าง ๆ เพื่อให้มีการปฏิบัติตามปฏิญญาฯ มีประสิทธิภาพและเป็นรูปธรรม มากยิ่งขึ้น อาทิ การจัดสัมมนาและการประชุมเชิงปฏิบัติการเรื่องการค้นหาและกู้ภัยทางทะเล  การจัดสัมนาเกี่ยวกับ การจัดตั้งโทรศัพท์สายด่วน การอนุรักษ์สิ่งแวดล้อมทางทะเล และการจัดนิทรรศการภาพถ่ายภายใต้หัวข้อ “ความร่วมมือทางทะเล” เพื่อเป็นกิจกรรมร่วมฉลองปีแห่งการแลกเปลี่ยนวัฒนธรรมอาเซียน-อาเซียน ในปี 2557

              นอกจากนี้ ที่ประชุมฯ ยังได้หารือเพื่อแสวงหาจุดยืนร่วมในการเจรจาจัดทำแนวปฏิบัติในทะเลจีนใต้ (Code of Conduct in the South China Sea: COC) และแผนการดำเนินงานสำหรับปี 2557 รวมทั้งแลกเปลี่ยน ความเห็นเบื้องต้นเกี่ยวกับขอบเขตการดำเนินงานของ คณะผู้ทรงคุณวุฒิและผู้เชี่ยวชาญ (Terms of Reference of the Eminent Persons and Experts Group) หรือกลไกอื่น ๆ เพื่อสนับสนุนการดำเนินงานของเจ้าหน้าที่อาวุโส และคณะทำงานร่วมฯ

              ทั้งนี้ ที่ประชุมฯ ได้สนับสนุนให้มีการจัดประชุมเจ้าหน้าที่อาวุโสอาซียน-จีน ว่าด้วยการปฏิบัติ ตามปฏิญญาฯ (ASEAN-China Senior Official’s Meeting on the Implementation of the DOC) ครั้งที่ 7 ต่อเนื่องกับการประชุมเจ้าหน้าที่อาวุโสอาเซียน-จีน (ASEAN-China Senior Officials’ Consultation) ครั้งที่ 20 ระหว่างวันที่ 21-23 เมษายน 2557 ที่เมืองพัทยา โดยมีวัตถุประสงค์หลักเพื่อก่อให้เกิดพัฒนาการเชิงบวก และมอบนโยบายแก่คณะทำงานร่วมฯ ในเรื่องการปฏิบัติตามปฏิญญาฯ และกระบวนการหารือ เรื่องแนวปฏิบัติในทะเลจีนใต้

              บรรยากาศของการประชุมครั้งนี้เป็นไปอย่างฉันมิตร โดยการประชุมคณะทำงานฯ ครั้งที่ต่อไปจะจัดขึ้นที่อินโดนีเซีย ในช่วงปลายเดือนมิถุนายน-ต้นเดือนกรกฏาคม 2557

              The 10^th ASEAN-China Joint Working Group on the Implementation of the Declaration on the Conduct of Parties in the South China Sea (JWG on DOC) was held on 18 March 2014 in Singapore. Representatives from ASEAN Member States, China,  and the ASEAN Secretariat participated in the Meeting.

              The Meeting reviewed the Work Plan on the Implementation of the DOC for 2013-2014 and welcomed new cooperation initiatives to promote the full and effective implementation of the DOC such as conducting seminars on establishment of hotline communications channel, exploring the possibility of conducting search and rescue exercises, organising workshop on conservation of marine environment, and holding a photo exhibition under the theme “Maritime Cooperation” in view of promoting the ASEAN-China Cultural Exchange Year in 2014.

               As mandated by the 6^th ASEAN-China Senior Officials’ Meeting on the Implementation of the DOC (SOM on DOC) in September 2013, the JWG Meeting discussed about areas of convergence in order to come up with commonalities in developing the COC as well as programme of its work in the year 2014. It also exchanged preliminary views on preparing Terms of Reference of the Eminent Persons and Experts Group (EPEG) or other mechanisms to support the official consultations.

               In addition, the JWG Meeting expressed support for the 7^th SOM on DOC be convened back-to-back with the 20^th ASEAN-China Senior Officials’ Consultation (ACSOC) on 21-23 April 2014 in Thailand, with a view to further enhance positive developments and provide policy guidelines for the work of JWG both in the implementation of the DOC and the COC process.

               The next JWG Meeting will be held in Indonesia at the end of June or early July 2014.
