ไทย ร่วมกับรัสเซียและจีน เป็นประธานร่วมจัดการประชุมเชิงปฏิบัติการ ASEAN Regional Forum (ARF) Workshop on Countering the Use of ICTs for Criminal Purposes ครั้งที่ ๒ จัดขึ้น ณ กรุงมอสโก และผ่านระบบการประชุมทางไกล เมื่อวันที่ ๒๓-๒๔ พฤษภาคม ๒๕๖๗ การประชุมฯ มีผู้เข้าร่วมมากกว่า ๑๐๐ คน

นายพลพงศ์ วังแพน อธิบดีกรมอาเซียน ได้ร่วมกล่าวถ้อยแถลงเปิดการประชุมฯ ผ่านวีดิทัศน์ โดยระบุถึงการดำเนินการของอาชญากรรมทางไซเบอร์ที่ก้าวข้ามพรมแดน และเรียกร้องให้ทุกภาคส่วนร่วมมือรับมือภัยคุกคามทั้งภาครัฐ องค์การระหว่างรัฐบาล องค์กรเอกชน องค์กรภาคประชาสังคม และภาคเอกชน อีกทั้ง ย้ำถึงความสำคัญของการดำเนินมาตรการภายในประเทศอย่างมีประสิทธิภาพควบคู่ไปกับความร่วมมือระหว่างประเทศที่เข้มแข็ง เพื่อรับมือกับปัญหาที่กำลังขยายวงกว้างนี้

นอกจากนี้ ในส่วนของไทย นางสาวสุชาดา เมฆธารา ผู้อำนวยการกองการเมืองและความมั่นคง กรมอาเซียน ได้เป็นหัวหน้าคณะผู้แทนไทยเข้าร่วมการประชุมฯ แบบ in-person ที่กรุงมอสโก เพื่อส่งเสริมบทบาทการเป็นประธานร่วมของไทยโดยการเป็นผู้ดำเนินรายการในหัวข้อ “มิติด้านกระบวนการในการต่อต้านการใช้เทคโนโลยีสารสนเทศและการสื่อสาร (ICTs) เพื่อก่ออาชญากรรม”

การประชุมทั้งสองวันส่งเสริมให้มีการแลกเปลี่ยนความคิดเห็นอย่างกว้างขวางเกี่ยวกับการวิวัฒนาการของอาชญากรรม แนวโน้มสถานการณ์ปัจจุบัน แนวทางการกำหนดนโยบายและมาตรการเพื่อจัดการกับการใช้ ICTs ก่ออาชญากรรม รวมถึงการแบ่งปันแนวปฏิบัติที่เป็นเลิศและบทเรียนที่ผ่านมา อีกทั้งที่ประชุมฯ ยังเน้นย้ำถึงความจำเป็นของความร่วมมือโดยประชาคมระหว่างประเทศและการเสริมสร้างขีดความสามารถของหน่วยงานรักษากฎหมายเพื่อปรับตัวไปพร้อมกับอาชญากรรมไซเบอร์ซึ่งพัฒนารูปแบบอยู่ตลอดเวลา

ในโอกาสนี้ ร้อยตำรวจเอกภูวเดช พรหมมะกฤต อัยการประจำสำนักงานอัยการสูงสุด สำนักงานต่างประเทศ สำนักงานอัยการสูงสุด และนางสาวศิริวรรณ์ ชัยชนะ นักวิชาการคอมพิวเตอร์ ชำนาญการพิเศษ กองป้องกันและปราบปรามการกระทำความผิดทางเทคโนโลยีสารสนเทศ สำนักงานปลัดกระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม ได้ร่วมเป็นผู้อภิปรายในการประชุมครั้งนี้ด้วย โดยได้นำเสนอกฎหมายของไทยในการต่อต้านการนำ ICTs ไปใช้ก่ออาชญากรรม และความพยายามร่วมกันของอาเซียนในการรับมือกับอาชญากรรมออนไลน์ ตามลำดับ

Thailand, alongside Russia, and China, co-chaired the 2^nd ASEAN Regional Forum (ARF) Workshop on Countering the Use of ICTs for Criminal Purposes.  Held in Moscow and virtually on 23-24 May 2024, the workshop brought together over 100 ARF participants.  

In his pre-recorded opening remarks, Mr. Bolbongse Vangphaen, Director-General of the Department of ASEAN Affairs, highlighted the transboundary nature of the cybercrime. He called for a united front, urging collaboration among all stakeholders across different domains, including governments, intergovernmental organisations, NGOs, civil society and the private sector. He also stressed the importance of effective national measures alongside strong international cooperation to effectively address this growing threat.

Leading a Thai delegation to participate the event in person in Moscow, Ms. Suchada Maktara, Director of the Political and Security Division, Department of ASEAN Affairs, contributed Thailand’s active role as co-chair by moderating the session on “Procedural aspects countering the use of ICTs for criminal purposes.”

The two-day Workshop fostered productive discussions on evolution of crime, current trends, policies and measures to address the use of ICTs for criminal purposes as well as respective best practices and lessons learnt. Participants emphasised need for cooperative efforts by the international community and capacity building for law enforcement agencies to keep up with the evolving crime landscape.

Mr. Puvadet Prommakrit, Public Prosecutor, International Affairs Department, Office of the Attorney General of Thailand and Ms. Siriwan Chaichana Ph.D., Computer Technical Officer, Senior Professional Level, Ministry of Digital Economy and Society of Thailand also actively participated as panelists by showcasing Thailand’s legal framework for combating cybercrime and shared ASEAN’s on-going efforts to counter online scam, respectively.
