เมื่อวันที่ 6-7 มิถุนายน 2567 นางเอกสิริ ปิณฑะรุจิ ปลัดกระทรวงการต่างประเทศ ได้เข้าร่วมการประชุมเจ้าหน้าที่อาวุโสอาเซียน (ASEAN Senior Officials’ Meeting: ASEAN SOM) และการประชุมที่เกี่ยวข้อง ได้แก่ การประชุมคณะกรรมการบริหารสำหรับเขตปลอดอาวุธนิวเคลียร์ในเอเชียตะวันออกเฉียงใต้ (Meeting of the Executive Committee of the Southeast Asia Nuclear Weapon Free Zone Commission: SEANWFZ ExCom) การประชุมคณะทำงานภายใต้คณะมนตรีประสานงานอาเซียนว่าด้วยการสมัครเข้าเป็นสมาชิกอาเซียนของติมอร์-เลสเต (ASEAN Coordinating Council Working Group (ACCWG) on Timor-Leste’s Application for ASEAN Membership) การประชุมเจ้าหน้าที่อาวุโสอาเซียนบวกสาม (ASEAN Plus Three Senior Officials’ Meeting: APT SOM) และการประชุมเจ้าหน้าที่อาวุโสการประชุมสุดยอดเอเชียตะวันออก (East Asia Summit Senior Officials’ Meeting: EAS SOM) ที่เวียงจันทน์ สปป.ลาว

ที่ประชุม ASEAN SOM ได้หารือเกี่ยวกับข้อริเริ่มและประเด็นเร่งด่วนภายใต้การดำรงตำแหน่งประธานอาเซียนของ สปป.ลาว ซึ่งปลัดกระทรวงฯ ได้ย้ำการสนับสนุนอย่างเต็มที่ของไทย โดยเฉพาะในสาขาความยั่งยืน ที่ไทยมีแผนจะร่วมกับ สปป.ลาว จัดกิจกรรม “AOIP Forum: Towards UN Sustainable Development Goals 2030” ในวันที่ 30 สิงหาคม 2567 ที่เวียงจันทน์ ที่ประชุมยังได้หารือการเสริมสร้างความร่วมมือและความเป็นหุ้นส่วนกับภาคีภายนอก และประเด็นสำคัญเพื่อเตรียมการสำหรับการประชุมรัฐมนตรีต่างประเทศอาเซียน ครั้งที่ 57 และการประชุมที่เกี่ยวข้องในเดือนกรกฎาคม 2567 ในโอกาสนี้ ในฐานะประเทศผู้ประสานงานความสัมพันธ์อาเซียน-ญี่ปุ่น ปลัดกระทรวงฯ ได้รายงานการเตรียมการประชุมเจ้าหน้าที่อาวุโสอาเซียน-ญี่ปุ่น ครั้งที่ 39 ที่จะจัดขึ้นที่กรุงเทพฯ ในเดือนมิถุนายน 2567 นี้ด้วย  ที่ประชุม SEANWFZ ExCom ไทยในฐานะประเทศผู้เก็บรักษาสนธิสัญญาว่าด้วยเขตปลอดอาวุธนิวเคลียร์ในเอเชียตะวันออกเฉียงใต้ (SEANWFZ) ได้ย้ำถึงความมุ่งมั่นในการรักษาภูมิภาคเอเชียตะวันออกเฉียงใต้ให้เป็นเขตปลอดอาวุธนิวเคลียร์ รวมถึงการผลักดันการเข้าร่วมสนธิสัญญาฯ ของติมอร์ฯ ให้มีความก้าวหน้า   

ที่ประชุม ACCWG ได้หารือเกี่ยวกับการดำเนินงานตามแผนงาน (Roadmap) สำหรับการเข้าเป็นสมาชิกอาเซียนของติมอร์ฯ ซึ่งไทยได้ย้ำความมุ่งมั่นที่จะสนับสนุนติมอร์ฯ ให้สามารถบรรลุหลักเกณฑ์ตาม Roadmap และเข้าร่วมเป็นสมาชิกอาเซียนได้อย่างเต็มรูปแบบ

ที่ประชุม APT SOM ปลัดกระทรวงฯ ยินดีต่อการประชุมผู้นำไตรภาคีระหว่างเกาหลีใต้-ญี่ปุ่น-จีน และย้ำความสำคัญของความพยายามร่วมกันที่จะมุ่งไปสู่อนาคตที่ยั่งยืนและแข็งแกร่งยิ่งขึ้น ผ่านความร่วมมือด้านต่าง ๆ  อาทิ ความเชื่อมโยงในภูมิภาค ยานยนต์พลังงานสะอาดและวาระสีเขียวที่รวมถึงการพัฒนาระบบนิเวศยานยนต์ไฟฟ้า และการส่งเสริมเสถียรภาพทางการเงินในภูมิภาค  

ที่ประชุม EAS SOM ปลัดกระทรวงฯ ย้ำความมุ่งมั่นของไทยในการเสริมสร้างความเข้มแข็งของกรอบการประชุมสุดยอดเอเชียตะวันออกเพื่อให้สามารถตอบสนองต่อสถานการณ์ได้อย่างมีประสิทธิภาพมากยิ่งขึ้น รวมถึงการส่งเสริมโครงสร้างสถาปัตยกรรมระดับภูมิภาคที่เปิดกว้าง โปร่งใส ครอบคลุม และตั้งอยู่บนพื้นฐานของกฎกติกา นอกจากนี้ ปลัดกระทรวงฯ ยังได้แลกเปลี่ยนความเห็นเกี่ยวกับพัฒนาการในประเด็นระดับภูมิภาคและระหว่างประเทศอีกด้วย

ในการเข้าร่วมประชุมข้างต้น ปลัดกระทรวงฯ ยังได้มีโอกาสหารือทวิภาคีกับนางสาวเดบอราห์ กีลส์ (Deborah Geels) รองปลัดกระทรวงการต่างประเทศและการค้านิวซีแลนด์ (กลุ่มทวีปอเมริกาและเอเชีย) และเจ้าหน้าที่อาวุโสนิวซีแลนด์ และนางสาว Michelle Chan รองปลัดกระทรวงการต่างประเทศและการค้าเครือรัฐออสเตรเลีย ดูแลภารกิจกลุ่มเอเชียใต้และเอเชียตะวันออกเฉียงใต้  

นอกจากนี้ เมื่อวันที่ 8 มิถุนายน 2567 นายพลพงศ์ วังแพน อธิบดีกรมอาเซียน ได้เข้าร่วมการประชุมเจ้าหน้าที่อาวุโสการประชุมอาเซียนว่าด้วยความร่วมมือด้านการเมืองและความมั่นคงในภูมิภาคเอเชีย-แปซิฟิก (ASEAN Regional Forum Senior Officials’ Meeting: ARF SOM) โดยได้เน้นย้ำบทบาทที่สำคัญของกรอบการประชุม ARF ในฐานะเวทีเพื่อการหารือประเด็นความร่วมมือด้านความมั่นคงที่เป็นรูปธรรมในโครงสร้างสถาปัตยกรรมของภูมิภาค ที่ประชุม ARF SOM ยังได้แลกเปลี่ยนข้อคิดเห็นเกี่ยวกับประเด็นสถานการณ์ในภูมิภาคและระหว่างประเทศ ซึ่งรวมถึงเมียนมา ความขัดแย้งระหว่างรัสเซียกับยูเครน ทะเลจีนใต้ คาบสมุทรเกาหลี และตะวันออกกลางด้วย

On 6-7 June 2024, Her Excellency Mrs. Eksiri Pintaruchi, Permanent Secretary of the Ministry of Foreign Affairs, participated in the ASEAN Senior Officials’ Meeting (ASEAN SOM) and related meetings, namely the Meeting of the Executive Committee of the Southeast Asia Nuclear Weapon Free Zone Commission (SEANWFZ ExCom), the 17^th Meeting of the ASEAN Coordinating Council Working Group (ACCWG) on Timor-Leste’s ASEAN Membership Application, the ASEAN Plus Three Senior Officials’ Meeting (APT SOM), and the East Asia Summit Senior Officials’ Meeting (EAS SOM), in Vientiane, the Lao PDR.

The ASEAN SOM Meeting discussed priorities and initiatives under Lao PDR’s Chairmanship, which the Permanent Secretary reaffirmed Thailand’s full support, particularly in the area of sustainability with the plan to co-organise with the Lao PDR the “AOIP Forum: Towards UN Sustainable Development Goals 2030” on 30 August 2024 in Vientiane. The Meeting also discussed the promotion of cooperation and partnership with external partners and important issues in preparing for upcoming 57^th ASEAN Foreign Ministers’ Meeting (AMM) and related meetings in July 2024.  On this occasion, as Country Coordinator of ASEAN-Japan dialogue relations, the Permanent Secretary also briefed the meeting on the preparation for the upcoming 39^th ASEAN-Japan Forum in Bangkok.

During SEANWFZ ExCom, Thailand, as the depository state of the SEANWFZ Treaty, reiterated commitment to maintaining Southeast Asia as a zone free of nuclear weapons, as well as to advancing Timor-Leste's accession to the Treaty.

The Meeting of the ACCWG on Timor-Leste's Membership in ASEAN discussed the progress of implementing the Roadmap for Timor-Leste’s Membership in ASEAN. In this context, Thailand reaffirmed its continued commitment to assist Timor-Leste in fulfilling all the criteria outlined in the Roadmap and to eventually join ASEAN as a full member.

At the APT SOM, the Permanent Secretary welcomed the ROK-Japan-China Trilateral Summit and highlighted collaborative efforts towards a more sustainable and resilient future through cooperation in such areas as regional connectivity, clean mobility and green agenda, including development of EV ecosystem as well as financial stability.

At the EAS SOM, the Permanent Secretary reaffirmed Thailand’s commitment to further strengthening the EAS process to become more responsive and effective and to promoting an open, transparent, inclusive and rules-based regional architecture, as well as exchanged views on regional and international developments.

On the sideline of the meetings, the Permanent Secretary had bilateral talks with Ms. Deborah Geels, Deputy Secretary Americas and Asia Group of New Zealand and New Zealand’s SOM Leader, and with Ms. Michelle Chan, Deputy Secretary, South and Southeast Asia Group, the Department of Foreign Affairs and Trade of Australia and Australia’s SOM Leader.

Furthermore, on 8 June 2024, Mr. Bolbongse Vangphaen, Director-General of the Department of ASEAN Affairs, attended the ASEAN Regional Forum Senior Officials’ Meeting (ARF SOM), highlighting the ARF's importance as the forum for discussions on practical security cooperation in the regional architecture. The Meeting also extensively discussed regional and international issues, including on Myanmar, Russia-Ukraine conflict, South China Sea, Korean Peninsula, and the Middle East.
