เมื่อวันที่ 28 พฤษภาคม 2567 ที่กรุงริยาด ซาอุดีอาระเบีย นายรัศม์ ชาลีจันทร์ ในฐานะผู้แทนพิเศษของรัฐมนตรีว่าการกระทรวงการต่างประเทศสำหรับการประชุมเศรษฐกิจและการลงทุนอาเซียน-คณะมนตรีความร่วมมือรัฐอ่าวอาหรับ (GCC) ได้ร่วมกล่าวเปิดการประชุมฯ ในนามผู้แทนฝ่ายอาเซียน ย้ำความสำคัญของการที่เอเชียตะวันออกเฉียงใต้และตะวันออกกลาง ทั้งสองภูมิภาค จะต้องร่วมมือกันเป็นผู้นำในการก้าวข้ามความท้าทายและสร้างความเข้มแข็งร่วมกัน ทั้งในสาขาตามกรอบความร่วมมืออาเซียน-GCC 2567-2571 อาทิ พลังงานและการท่องเที่ยว และในสาขาที่จะมีความสำคัญในอนาคต เช่น เศรษฐกิจดิจิตัล เศรษฐกิจสีเขียว ตามที่ระบุไว้ในแผนยุทธศาสตร์ตามวิสัยทัศน์อาเซียน ค.ศ. 2045 ที่อยู่ระหว่างการจัดทำ

ผู้แทนพิเศษฯ ยังได้ร่วมแสดงความเห็นในช่วงเวทีอภิปรายระดับรัฐมนตรี เน้นย้ำความพร้อมของไทยในการเปิดรับการลงทุนจากประเทศ GCC ในสาขายุทธศาสตร์ที่รัฐบาลให้ความสำคัญ 2 เรื่อง ได้แก่ ภาคการท่องเที่ยวและภาคบริการที่เน้นความยั่งยืนและมุ่งเพิ่มการแลกเปลี่ยนระหว่างประชาชนระหว่างกันให้มากยิ่งขึ้น และภาคการเกษตรและความมั่นคงทางอาหาร โดยไทยมุ่งเป็นศูนย์กลางด้านฮาลาลของอาเซียน นำเสนอทั้งผลิตภัณฑ์อาหาร สิ่งทอ เครื่องสำอางค์ และธุรกิจที่เกี่ยวข้องอื่น ๆ

การประชุมครั้งนี้จัดขึ้นโดยกระทรวงการลงทุนซาอุดีอาระเบีย ที่กรุงริยาด ซาอุดีอาระเบีย โดยเป็นการต่อยอดดำริของนายกรัฐมนตรีในที่ประชุมสุดยอดอาเซียน-GCC ครั้งที่ 1 เมื่อวันที่ 20 ต.ค. 2566 ที่กรุงริยาด ที่ได้เสนอให้มีการจัดตั้งเวทีหารือทางเศรษฐกิจอาเซียน-GCC เพื่อกระชับความสัมพันธ์ระหว่างภาคเอกชนสองฝ่าย และฝ่ายซาอุดีอาระเบียได้ตอบรับข้อเสนอและเป็นเจ้าภาพจัดการประชุมในครั้งนี้ขึ้น

ภายในงานมีผู้แทนภาครัฐและเอกชนจากประเทศสมาชิกอาเซียนและ GCC ทั้ง ๖ ประเทศ (บาห์เรน คูเวต โอมาน กาตาร์ สหรัฐอาหรับเอมิเรตส์ และซาอุดีอาระเบีย) เข้าร่วมมากกว่า 200 คน แบ่งเป็นการหารือใน 4 สาขาหลัก ได้แก่ การท่องเที่ยวและคุณภาพชีวิต พลังงาน การเกษตรและความมั่นคงทางอาหาร และเมืองอัจฉริยะและเทคโนโลยี โดยมีผู้แทนภาคเอกชนไทยจากบริษัท ปตท. จำกัด (มหาชน) บริษัท เอสซีจี เคมิคอลส์ จำกัด (มหาชน) และโรงพยาบาลบำรุงราษฎร์ ร่วมอภิปรายด้วย

นอกจากนี้ ผู้แทนพิเศษฯ ยังได้พบหารือทวิภาคีกับนาย Khalid A. Al-Falih รัฐมนตรีกระทรวงการลงทุนซาอุดีฯ ซึ่งฝ่ายซาอุดีฯ ประทับใจกับการพัฒนาความสัมพันธ์ไทย-ซาอุดีฯ อย่างรวดเร็ว สองฝ่ายมีการแลกเปลี่ยนการลงทุนระหว่างกันอย่างต่อเนื่อง และขอบคุณการมีส่วนร่วมอย่างแข็งขันของไทยในการประขุมฯ ครั้งนี้ ซึ่งฝ่ายไทยย้ำความสำคัญของการเน้นบทบาทของภาคเอกชนในการพัฒนาความร่วมมือทางเศรษฐกิจและจะร่วมสนับสนุนข้อริเริ่มการประชุมนี้ต่อไป

On 28 May 2024, in Riyadh, Saudi Arabia, H.E. Mr. Russ Jalichandra, Special Envoy of the Minister of Foreign Affairs to the ASEAN-Gulf Cooperation Council (GCC) Economic and Investment Conference, jointly delivered opening remarks on the ASEAN side emphasizing the timely need for both regions, Southeast Asia and the Middle East, to take the lead in tackling challenges and build resilience together, both in the areas aligning with the ASEAN-GCC Framework of Cooperation 2024-2027 such as energy and tourism and in areas with future prospects including digital economy and green economy as stipulated in the ongoing drafting of the Strategic Plans under the ASEAN Vision 2045.

The Special Envoy also joined the Ministerial Panel Discussion, reiterating Thailand’s readiness to welcome foreign investment in 2 strategic priority areas, namely tourism and hospitality services, with emphasis on sustainability and boosting people-to-people exchanges, and agriculture and food security, whereby Thailand aims to be the Halal Hub of ASEAN, offering diversified products ranging from food, textiles, cosmetics to other related businesses.     

The Conference was hosted by the Ministry of Investment of Saudi Arabia as one of the outcomes of the 1^st ASEAN-GCC Summit held on 20 October 2023 in Riyadh, where the Prime Minister of Thailand proposed the establishment of an ASEAN-GCC Business Forum to promote closer private sector ties and the Saudi side responded positively, leading to the organization of this Conference.

There were more than 200 government and private sector representatives from ASEAN and 6 GCC member states (Bahrain, Kuwait, Oman, Qatar, United Arab Emirates, and Saudi Arabia) participating in the Conference. Four areas of cooperations, namely Tourism and Quality of Life, Energy, Agriculture and Food Security, and Smart Cities and Technologies, were highlighted during the sectoral panel discussions, in which Thai companies PTT Group, SCG Chemicals and Bumrungrad Hospital participated.

Furthermore, the Special Envoy had bilateral talks with H.E. Mr. Khalid A. Al-Falih, the Minister of Investment of Saudi Arabia. The Saudi side welcomed the rapid development of Thai-Saudi relations, with constant exchanges of investment between the two countries, and appreciated the active participation of Thailand in this Conference. In response, the Thai side assured Thailand’s continued support to the initiative of this Conference and stressed the important role of the private sector in enhancing economic cooperation.
